What can you do with a Budget card?

The Budget card is a payment card with restrictions for the user. For example, the budget card may be programmed so that the amount can only be spent in certain ways and on certain product categories. The Budget card helps people to remain in control of their spending, something which is difficult for many people. For example, Budget cards can be used when adolescents leave home and start renting a room, or when somebody’s income suddenly changes. Municipalities and social assistance providers may decide to use a Budget card for someone to help control their spending.

Use of a Budget card

The balance on the Budget card may be topped up by the consumer themselves. It may also be set up in such a way that it only allows payment in certain places and/or for certain products.

The amount on a Budget card may also be topped up by third parties, for example by a foundation or a municipality offering budgets to a specific target group for a specific product e.g. school accessories or a low income budget.

The Budget card may also be used as a tool for assistance with dealing with debt.

Legislation on issuing and managing electronic money

If you wish to issue a Budget card, in certain cases you will need a special licence from the Dutch government. This is a licence for issuing and managing electronic money. This licence is made available by De Nederlandsche Bank (the central bank of the Netherlands) and it ensures that balances are safely monitored.
